WHERE IS LY YONG PHAT? TRY ASKING THAI POLICE GENERAL VISANU

The Thai police, allegedly, have an arrest warrant for Ly Yong Phat, the Cambodian senator and US govt sanctioned cyberscam center operator. 

 But where is Ly Yong Phat?

Can he really be that hard to find?

 Former Inspector General of the Thai police and chairman of the board at Airports of Thailand (AOT), Pol. Gen. Visanu Prasatthong-Osoth seems to be able to find Ly Yong Phat. 

 In fact, Visanu, seems to have a thing for hanging out with wanted cyberscam centre criminals. 



Maybe the Thai police need to start looking in their own backyard if they are serious about dismantling transnational cyberscam networks.

 It's probably fair to say that the Thai police aren't that serious. At all. In fact, it's more likely that the cyberscam centers help fund the luxurious lifestyles of senior Thai police figures than the Thai police would make a genuine effort to deal with this issue. 

And whilst we're pointing the finger let's not forget the Cambodian police. As you can see from the photos above one face that keeps popping up hanging out with cyberscammers is Sam Vannvirak, the Assistant Commissioner-General of the Royal Cambodian Police. More on him later.

FROM THE LUNCH TABLE TO THE FBI PODIUM: THAI POLICE GENERAL VISANU AND THE SANCTIONED CYBER SCAM OPERATORS

On June 8th 2026 Amnesty International released a damning report -  Falling Through the Cracks: Cambodia’s “Crackdown” on Scamming Compounds .  It catalogues the Cambodian government's complete failure to deal with the various cyberscam centers within their own borders and the impact this failure to act has had. In short, the litany of human rights' abuses associated with these centers are horrific and include rape, torture, human trafficking and human slavery. WHY WAS THE CHAIRMAN OF AIRPORTS OF THAILAND (AOT) HAVING LUNCH WITH A WELL-KNOWN CYBERSCAM CENTER OPERATOR?

About a month ago a photograph of Cambodian cyber scam center operator Rithy Raksmei and Thai Police Gen Jirabhop "Kong" Bhuridej having a friendly lunch in a Bangkok restaurant was published on the Thai news Facebook page, CSI La. The claim attached to the photo was that the gathering took place in May 2025. Within days the photograph had become national news in Thailand and had led to a somewhat mumbled and unconvincing explanation from the Thai police .
